Methodology (v1.0)
The Quilometragem Reimbursement Rate Index (QRRI) is a monthly index that synthesizes, in a single number, the recommended per-kilometer reimbursement rate in each of the four countries covered: Brazil, Mexico, the United States, and Colombia.
The calculation combines two inputs:
Regulatory component (weight 0.7)
We use the official table published by each country's tax authority: Receita Federal (Brazil), SAT (Mexico), IRS (United States), and DIAN (Colombia). When more than one rate is published (business vs medical vs moving), we use the business-use rate.
Fuel component (weight 0.3)
We use the 90-day rolling average of the per-liter / per-gallon retail price of regular gasoline published by ANP (BR), ONEXPO (MX), EIA (US), and MinMinas (CO), normalized against the January 2025 baseline = 100.
Composition
QRRI_country_month = 0.7 × official_rate + 0.3 × fuel_adjustment
The USD/km rate is computed using the publication-month average FX rate. Month-over-month (MoM) and year-over-year (YoY) changes are computed on the USD basis to allow cross-country comparison.
The monthly company survey (avg n = 350/month) is used to calibrate the real-use component and identify seasonal biases; it does not feed directly into the headline number.
